Temporary Welfare Benefits (for Economic Measures)

The sales tax increase planned for April 2017 has been delayed two and a half years until October 2019. For this reason, two and a half years’ worth of Temporary Welfare Benefits (for Economic Measures) will be distributed in one payment.

Outline of Temporary Welfare Benefits (for Economic Measures)


Persons meeting both of the following conditions:

  1. Listed in Nagoya’s Basic Resident Registration System as of January 1, 2016. 
  2.  NOT subject to municipal residence tax in fiscal year 2016.

* Excludes persons exempt from paying municipal residence tax according to tax treaties but whose income falls within the per capita rate range.

* Excludes tax imposed on person’s dependents.

* Excludes persons receiving public assistance
*Temporary visitors and illegal immigrants are not eligible.


¥15,000 per recipient (single payment)

How to Apply

Application Forms will be sent to eligible persons from late March. Please fill out the necessary information, and send back the documents.

Ward and Branch Office Temporary Consultation Desk

A consultation desk will be established in Ward and Branch offices until Friday, June 30.

Hours: Weekdays 9:00 to 17:15

Beware of benefit fraud and scams.

The City of Nagoya, Aichi Prefectural Government, and Ministry of Health. Labor and Welfare will NEVER ask you to transfer processing fees etc. via bank transfer or ATM for your benefit payments such as “Temporary Welfare Benefits” or “Temporary Welfare Benefit for Pension Recipients.” If you receive such phone calls or e-mails, please report this to the call center or local police (call #9110 to consult with police in Japanese.)
