The Basic Resident Register Network for foreign residents will begin on July 9, 2012 (Mon)

On July 9, 2012 (Mon), the Alien Registration Act will be abolished, and the registration process for foreign residents will change. The Basic Resident Register Network will now apply to foreign residents in addition to Japanese residents, and a Resident Record will be created for foreign residents.

Under the new system, a Resident Record will be created for foreign residents.

Foreign resident candidates for a Resident Record

Other than short-stay visitors coming for tourism, etc., foreign residents residing legally in Japan for over 3 months, possessing an address, and falling under any of the following categories shall be a candidate for a Resident Record:

・「中長期在留者」: Medium- to Long-Term Residents

・「特別永住者」: Special Permanent Residents

・「一時庇護許可者又は仮滞在許可者」: Persons granted permission for temporary refuge or provisional stay

・「出生又は国籍喪失による経過滞在者」: Persons who may continue to stay transitionally in Japan by birth or loss of Japanese nationality

※By having a Resident Record created for foreign residents, households composed of Japanese and foreign residents living together will be able to make copies of their Resident Records listing everyone in the household together.

The Alien Registration Certificate will be abolished, and a new Residence Card or Special Permanent Resident Certificate will be issued.

In conjunction with the abolishment of the Alien Registration Act, a new Residence Card or Special Permanent Resident Certificate will be issued in place of the Alien Registration Certificate. However, Alien Registration Certificates will remain valid and considered in place of a Residence Card or Special Permanent Resident Certificate for a fixed period after July 9, 2012 (Mon).

Starting May 8, 2012 (Tues), we started sending a Notification of Information Recorded on the Provisional Resident Record.

To confirm the information written on one’s Resident Record that will be newly created on July 9, 2012 (Mon), we will be sending a Notification of Information Recorded on the Provisional Resident Record. Once it arrives, please confirm that the information is correct.

 

Households to receive this notification will contain foreign residents fulfilling both of the following conditions:

1. Registered in Nagoya’s Alien Registration System

2. Expected to fulfill conditions for residence in Nagoya as a foreign national as of July 9, 2012 (Mon)

To foreign residents using simplified characters, etc. in the characters in their name

In newly creating a Provisional Resident Record, it has been decided by the Ministry of Internal Affairs and Communication and the Ministry of Justice that only characters designated as acceptable characters by the national government may be used in names.

 

In the Notification of Information Recorded on the Provisional Resident Record, your name will be written after being turned into acceptable characters in accordance with regulations determined by the national government. The same characters will be used in the newly created Resident Record.

 

There are cases in which those who have completed a seal registration with a seal engraved in simplified characters, etc. may have their seal registration automatically abolished on or after July 9, 2012 (Mon). We will send a notification to those whose registrations are subject to abolishment on or after July 9, 2012 (Mon).
